         SPECIAL ENVOY TO MONITOR AND COMBAT ANTI-SEMITISM ACT

  The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the 
unfinished business is the vote on the motion to suspend the rules and 
pass the bill (H.R. 221) to amend the State Department Basic 
Authorities Act of 1956 to monitor and combat anti-Semitism globally, 
and for other purposes, on which the yeas and nays were ordered.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The question is on the motion offered by the 
gentleman from New York (Mr. Engel) that the House suspend the rules 
and pass the bill.

``yea'' on HR 221, the Special Envoy to Monitor and Combat Anti-

  Mrs. WAGNER. Mr. Speaker, I unexpectedly had to return to my district 
this morning and was unable to attend the vote series. Had I been 
present, I would have voted ``yea'' on rollcall No. 26, ``nay'' on 
rollcall No. 27, ``yea'' on rollcall No. 28, and ``yea'' on rollcall 
No. 29.

  Mr. MARINO. Mr. Speaker, I was unable to vote on Friday, January 11 
due to personal reasons. Had I been present, I would have voted as
