                 MEASURE READ THE FIRST TIME--H.R. 266

  Mr. McCONNELL. Mr. President, I understand that H.R. 266 has been 
received from the House and is at the desk.
  The PRESIDING OFFICER. The leader is correct.
  Mr. McCONNELL. I ask for its first reading.
  The PRESIDING OFFICER. The clerk will read the title of the bill for 
the first time.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 266) making appropriations for the Department 
     of the Interior, environment, and related agencies for the 
     fiscal year ending September 30, 2019, and for other 
     purposes.

  Mr. McCONNELL. I ask for a second reading and object to my own 
request.
  The PRESIDING OFFICER. Objection having been heard, the bill will 
receive its second reading on the next legislative day.
