                                 PRAYER

  The Chaplain, the Reverend Patrick J. Conroy, offered the following 
prayer:
  Thank You, O Lord, for giving us another day.
  In Scripture, we read:
  ``You shall not oppress a hired servant who is poor and needy . . . 
You shall give him his wages . . . lest he cry against you to the Lord. 
. . .'' And then, ``now to the one who works, his wages are not counted 
as a gift, but as his due.''
  May Your spirit, O Lord, impel those who are empowered to do so, to 
bring resolution to the current shutdown.
  In such a contentious time, may humility be manifest in the exchange 
of opposing positions, that all might find relief, and those charged 
with serving to secure our safe travel, and our borders, can be 
properly compensated in a timely fashion.
  Lord, have mercy on us.
  May everything we do be for Your greater honor and glory.
  Amen.
