 MEASURES READ THE FIRST TIME--H.R. 648, H.J. RES. 28, AND H.J. RES. 31

  Mr. RUBIO. Mr. President, I understand that there are three bills at 
the desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the titles of the bills 
for the first time en bloc.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 648) making appropriations for the fiscal year 
     ending September 30, 2019, and for other purposes.
       A bill (H.J. Res. 28) making further continuing 
     appropriations for fiscal year 2019, and for other purposes.
       A bill (H.J. Res. 31) making further continuing 
     appropriations for the Department of Homeland Security for 
     fiscal year 2019, and for other purposes.

  Mr. RUBIO. Mr. President, I now ask for a second reading, and I 
object to my own request, all en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will 
receive their second reading on the next legislative day.
