            By Mr. MOONEY of West Virginia:
        H.R. 853.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8. of the United States Constitution, 
     wherein it reads: ``Congress shall have the power . . . to 
     provide for organizing, arming, and disciplining, the 
     Militia, and for governing such Part of them as may be 
     employed in the Service of the United States . . .'' and 
     ``Congress shall have the power to . . . make all Laws which 
     shall be necessary and proper for carrying into Execution the 
     foregoing Powers, and all other Powers vested by this 
     Constitution in the Government of the United States or in any 
     Depaitinent or Officer thereof.'
