       Congress has the power to enact this legislation pursuant 
     to the following:
       Congress has the authority to protect unborn children under 
     the Supreme Court's Commerce Clause precedents and under the 
     Constitution's grants of power to Congress under the Equal 
     Protection, Due Process, and Enforcement Clauses of the 
     Fourteenth Amendment.
