        H.R. 962.
        Congress has the power to enact this legislation pursuant 
     to the following:
       (1) section 5 of the 14th Amendment, including the power to 
     enforce the prohibition on government action denying equal 
     protection of the laws; and (2) section 8 of article I to 
     make all laws necessary and proper for carrying into 
     execution the powers vested by the Constitution of the United 
     States, including the power to regulate commerce under clause 
     3 of such section.
