           By Mr. SMITH of New Jersey:
       H.R. 1107.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, section 8, clause 4 of the Constitution provides 
     that Conress shall have the power ``To establish an uniform 
     Rule of Naturalization, and uniform Laws on the subject of 
     Bankruptcies throughout the United States;''
