  Mr. KINZINGER. Madam Speaker, due to my Air National Guard unit being 
mobilized to assist operations on the southern border, I was unable to 
be present and cast votes during the week of February 11. Had I been 
present, I would have voted: ``yea'' on Roll Call No. 76; ``yea''on 
Roll Call No. 77; ``nay'' on Roll Call No. 78; ``nay'' on Roll Call No.
