Pursuant to clause 8 of rule XX, the unfinished business is the vote on the motion to suspend the rules and pass the bill (H.R. 276) to direct the Secretary of Education to establish the Recognizing Inspiring School Employees (RISE) Award Program recognizing excellence exhibited by classified school employees providing services to students in prekindergarten through high school, on which the yeas and nays were ordered. A motion to reconsider was laid on the table. PERSONAL EXPLANATION Mr. MORELLE. Mr. Speaker, I was unavoidably detained due to inclement weather in New York and missed votes. Had I been present, I would have voted YEA on Roll Call No. 88 regarding the ``Innovators to Entrepreneurs Act of 2019 (H.R. 539)'' and YEA on Roll Call No. 89 regarding the ``Recognizing Achievement in Classified School Employees Act (H.R. 276).'' PERSONAL EXPLANATION Mr. KING of Iowa. Mr. Speaker, I was unable to vote on February 25, 2019 due to inclement weather preventing my scheduled air travel from Iowa to Washington, D.C. Had I been present, I would have voted as follows: YES on Roll Call No. 88, and YES on Roll Call No. 89. ____________________
