       H.R. 1501.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Clauses 3 and 18 of Article I, Section 8 of the United 
     States Constitution. Article I, Section 8, clause 3, the 
     Interstate Commerce Clause, gives Congress the power to 
     regulate commerce with foreign nations, and among the several 
     states, and with the Indian tribes. Article I, Section 8, 
     clause 18, the Necessary and Proper Clause, gives Congress 
     the power to make all Laws which shall be necessary and 
     proper for carrying into Execution the foregoing Powers, and 
     all other Powers vested by this Constitution in the 
     Government of the United States, or in any Department or 
     Officer thereof.
