       H.R. 1536.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article 1, Section 5: ``Each House may determine the Rules 
     of its Proceedings''
       and
       Article 1, Section 9: ``No Money shall be drawn from the 
     Treasury, but in Consequence of Appropriations made by Law''
