Pursuant to clause 8 of rule XX, the unfinished business is the vote on the motion to suspend the rules and pass the bill (H.R. 1616) to prioritize the efforts of and enhance coordination among United States agencies to encourage countries in Central and Eastern Europe to diversify their energy sources and supply routes, increase Europe's energy security, and help the United States reach its global energy security goals, and for other purposes, as amended, on which the yeas and nays were ordered. The question is on the motion offered by the gentleman from New Jersey (Mr. Sires) that the House suspend the rules and pass the bill, as amended. CLINE, BUCK, FERGUSON, MEADOWS, DUNCAN, and BURCHETT changed their vote from ``yea'' to ``nay.'' Messrs. OLSON, WRIGHT, and YOHO changed their vote from ``nay'' to ``yea.'' So (two-thirds being in the affirmative) the rules were suspended and the bill, as amended, was passed. The result of the vote was announced as above recorded. The title of the bill was amended so as to read: ``A bill to prioritize the efforts of and enhance coordination among United States agencies to encourage countries in Europe and Eurasia to diversify their energy sources and supply routes, increase energy security in the region, and help the United States reach its global energy security goals, and for other purposes.''. A motion to reconsider was laid on the table. Stated for: Ms. FINKENAUER. Mr. Speaker, as a result of a cancelled flight and circumstances out of my control, I was unable to cast a vote on March 25, 2019 on a bill under suspension of the rules. Had I been present, I would have voted ``yes'' on H.R. 1616. ____________________
