        H.R. 1895.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 9 of the Constitution of the 
     United States; the power to constitute Tribunals inferior to 
     the Supreme Court.
       The purpose of the bill is to amend the civil asset 
     forfeiture procedures and Section 8, Clause 9 extends to 
     Congress the power to create inferior courts and to make 
     rules of procedure and evidence for such courts.
