  Under clause 3 of rule XII, memorials were presented and referred as 

       12. The SPEAKER presented a memorial of the Senate of the 
     State of Ohio, relative to Senate Resolution No. 41, urging 
     the Congress of the United States, as expeditiously as 
     possible, to enact a Born-Alive Abortion Survivors Protection 
     Act; to the Committee on the Judiciary.
       13. Also, a memorial of the Senate of the State of West 
     Virginia, relative to Senate Resolution No. 78, urging 
     Congress to allow vehicles traveling on interstate highways 
     in West Virginia to have the same maximum gross vehicle 
     weight and axle configuration as currently permissible for 
     vehicles traveling on U.S. routes in West Virginia; to the 
     Committee on Transportation and Infrastructure.
