  Mr. McEACHIN. Madam Speaker, I was unavoidably detained on January 
17, 2019 during roll call no. 42, on Motion to Suspend the Rules and 
Pass H.J. Res. 30. Had I been present, I would have voted, ``yea.'' I 
was also unavoidably detained during roll call no. 43, on Motion to 
Recommit with Instructions H.J. Res. 28. Had I been present, I would 
have voted, ``nay.''
