            By Mr. LATTA:
       H.R. 2105.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3
       To regulate Commerce with foreign Nations, and among the 
     several States, and with the Indian Tribes;
       Article IV, Section 3, Clause 2
       The Congress shall have Power to dispose of and make all 
     needful Rules and Regulations respecting the Territory or 
     other Property belonging to the United States
       Amendment II
       A well regulated Militia, being necessary to the security 
     of a free State, the right of the people to keep and bear 
     Arms, shall not be infringed.
