  Mr. LEVIN of California. Madam Speaker, I rise to honor lawyer and 
friend Frank Barbaro for his many years of service to Orange County.
   Frank was born in Detroit, Michigan and moved to Orange County at 
the age of 11. He was raised by a single mother who taught him the 
importance of hard work and dedication to fighting for justice. At the 
age of 14, Frank hosted his own radio show to help young people find 
employment opportunities.
   After attending University of Southern California for his 
undergraduate and law degrees, Frank started his career as an insurance 
defense attorney at Rodiger, Graf, Dewberry, and Spriggs. However, he 
soon discovered his true passion for personal injury, medical 
malpractice and public entity liability.
   Frank has tried over 100 personal injury cases and has argued in 
front of appellate and supreme courts. In his landmark case Soule vs. 
General Motors Corporation, Frank argued in front of the California 
Supreme Court and won $1.65 million for his client Terri Soule in an 
automobile defect case against General Motors. Law schools across the 
country teach this case to discuss the consumer-expectation test for 
products liability. In 2018, Frank was inducted into the Orange County 
Trial Lawyers Association Hall of Fame.
   Frank has also been a leader in our community outside of the 
courtroom. He has fought for judicial independence through his work 
with the bipartisan Committee to Preserve a Responsible Judiciary. He 
has served on both the Governor's Judicial Selection Advisory Committee 
for Orange County and the Orange County Fair Board. Frank was also 
Chair of the Democratic Party of Orange County and Orange County 
Campaign Chair for several presidential campaigns, including President 
Jimmy Carter, President Barack Obama, and Secretary Hillary Clinton.
   Frank is a true inspiration to our community. I am honored to pay 
tribute to Frank and his work on behalf of Orange County.
