  Mr. BEYER. Madam Speaker, I rise today to ask the House of 
Representatives to join me in celebrating the exemplary life of Ms. Ann 
M. Gallagher (nee Boyle). Ms. Gallagher passed away on March 25, 2019 
at the age of 96 and is survived by nine nieces and nephews, eleven 
grandnieces and nephews, and ten great-grandnieces and nephews.
  Ms. Gallagher spent her life in distinguished service to her country, 
working as an intelligence operative during World War II for the Office 
of Strategic Services (``OSS''), the predecessor of the CIA, followed 
by a 30-year career as a civilian intelligence official in the 
Department of Defense.
  Ms. Gallagher was born in 1923 in Hazleton, Pennsylvania and 
graduated from high school there in 1940. She began her career as a 
clerk-typist in Philadelphia and Washington, D.C. before joining the 
OSS in 1943. While working at the OSS, Ms. Gallagher participated in an 
operation in the Mediterranean, parachuting into a small, German-held 
island and planting a listening device before successfully being 
ferried back to Allied lines by boat.
  As a civilian intelligence official with the military post-war, Ms. 
Gallagher was posted with counterintelligence corps at the U.S. Embassy

in Berlin from 1964 to 1967. From June 1948 to May 1951 she served as 
the Civilian Director of Intelligence for the USAF. Following this, she 
was the Defense Attache for the U.S. Air Force in New Delhi from May 
1951 to August 1953. She rose to become Assistant Chief of Staff for 
the Air Force Intelligence Department in May 1954 until June 1962, when 
she began her 14-year role in counterintelligence with the Defense 
Intelligence Agency.
  Madam Speaker, for these reasons, I ask the House of Representatives 
to join me in remembering the life of Ms. Ann M. Gallagher (nee Boyle).
