LOCAL WATER PROTECTION ACT
The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the
unfinished business is the vote on the motion to suspend the rules and
pass the bill (H.R. 1331) to amend the Federal Water Pollution Control
Act to reauthorize certain programs relating to nonpoint source
management, and for other purposes, on which the yeas and nays were
ordered.

gentlewoman from Minnesota (Mrs. Craig) that the House suspend the
rules and pass the bill.

PERSONAL EXPLANATION
Mr. WALDEN. Mr. Speaker, due to a prior commitment to speak at an
event in my district that was set prior to the late change in the
schedule by the Majority, I was unable to attend votes. Had I been
present, I would have voted ``yea'' on rollcall No. 157--H. Con. Res 19
and ``yea'' on rollcall No. 158--H.R. 1331.
