           By Mr. GRAVES of Missouri:
       H.R. 2174.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3, which states ``Congress 
     shall have the power to regulate commerce with foreign 
     nations, and among the several States, and with the Indian 
     Tribes.''
       The management of the Missouri River by the Army Corps of 
     Engineers directly impacts commerce. The river is a source of 
     barge traffic carrying a variety of goods.
