           By Miss GONZALEZ-COLON of Puerto Rico:
       H.R. 2308.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The Congress has the power to enact this legislation 
     pursuant to Article I, Section 1, and Section 8, Clause 18 of 
     the U.S. Constitution, which provide as follows:
       ``All Legislative Powers herein granted shall be vested in 
     a Congress of the United States, which shall consist of a 
     Senate and House of Representatives''-- And
       Congress shall have the power . . . ``To make all laws 
     which shall be necessary and proper for carrying into 
     Execution the foregoing Powers, and all other Powers vested 
     by this Constitution in the Government of the United States, 
     or in any Department or Officer thereof.''
