       H.R. 2294.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8 of the United States Constitution, 
     specifically Clause 1 (relating to providing for the general 
     welfare of the United States), Clause 3 (relating to the 
     power to regulate Commerce with foreign Nations, and among 
     the several States, and with the Indian Tribes), and Clause 
     18 (relating to the power to make all laws necessary and 
     proper for carrying out the powers vested in Congress).
