                               MEMORIALS

  Under clause 3 of rule XII, memorials were presented and referred as 
follows:

       25. The SPEAKER presented a memorial of the Legislature of 
     the State of North Dakota, relative to Senate Concurrent 
     Resolution No. 4003, declaring the fourth Saturday in July as 
     ``National Day of the Cowboy''; to the Committee on Oversight 
     and Reform.
       26. Also, a memorial of the House of Representatives of the 
     Commonwealth of Kentucky, relative to House Resolution No. 
     230, urging the President of the United States and the United 
     States Congress to enact legislation securing the citizenship 
     of internationally adopted adult individuals; to the 
     Committee on the Judiciary.
       27. Also, a memorial of the Senate of the State of New 
     Jersey, relative to Senate Resolution No. 40, urging the 
     federal Internal Revenue Service to devote additional 
     resources to combat the recent surge in tax-related scams 
     that seek to defraud unsuspecting taxpayers; to the Committee 
     on Ways and Means.
       28. Also, a memorial of the Senate of the State of Texas, 
     relative to Senate Resolution No. 535, expressing its 
     dissatisfaction with the United States Congress' inadequate 
     efforts to fully fund the operational security of the Texas-
     Mexico international border; jointly to the Committees on the 
     Judiciary, Homeland Security, Ways and Means, the Budget, and 
     Appropriations.
