                           Order of Business

  Mr. McCONNELL. Mr. President, I ask unanimous consent that 
notwithstanding rule XXII, the postcloture time on the William Cooper 
nomination expire at 11:45 a.m. on Tuesday, April 30; further, that if 
the nomination is confirmed, the motion to reconsider be considered 
made and laid upon the table and that the President be immediately 
notified of the Senate's action.
