                       NATIONAL POW/MIA FLAG ACT

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
Judiciary Committee be discharged from further consideration of S. 693 
and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (S. 693) to amend title 36, United States Code, to 
     require that the POW/MIA flag be displayed on all days that 
     the flag of the United States is displayed on certain Federal 
     property.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the bill.
  Mr. McCONNELL. I further ask unanimous consent that the bill be 
considered read a third time and passed and that the motion to 
reconsider be considered made and laid upon the table with no 
intervening action or debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The bill (S. 693) was ordered to be engrossed for a third reading, 
was read the third time, and passed, as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. SHORT TITLE.

       This Act may be cited as the ``National POW/MIA Flag Act''.

     SEC. 2. DAYS ON WHICH THE POW/MIA FLAG IS DISPLAYED ON 
                   CERTAIN FEDERAL PROPERTY.

       Section 902 of title 36, United States Code, is amended by 
     striking subsection (c) and inserting the following:
       ``(c) Days for Flag Display.--For the purposes of this 
     section, POW/MIA flag display days are all days on which the 
     flag of the United States is displayed.''.
