       H.R. 2642.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 1 (relating to providing for 
     the general welfare of the United States); Article I, Section 
     8, Clause 18 (relating to the power to make all laws 
     necessary and proper for carrying out the powers vested in 
     Congress); and Article IV, Section 3, Clause 2 (relating to 
     the power of Congress to dispose of and make all needful 
     rules and regulations respecting the territory or other 
     property belonging to the United States).
