REQUEST TO CONSIDER H.R. 962, BORN-ALIVE ABORTION SURVIVORS PROTECTION 
                                  ACT

  Mr. JOHN W. ROSE of Tennessee. Mr. Speaker, I ask unanimous consent 
that the Committee on the Judiciary be discharged from further 
consideration of H.R. 962, the Born-Alive Abortion Survivors Protection 
Act, and ask for its immediate consideration in the House.
  The SPEAKER pro tempore (Mr. Butterfield). Under guidelines 
consistently issued by successive Speakers, as recorded in section 956 
of the House Rules and Manual, the Chair is constrained not to 
entertain the request unless it has been cleared by the bipartisan 
floor and committee leaderships.
  Mr. JOHN W. ROSE of Tennessee. Mr. Speaker, if this unanimous consent 
request cannot be entertained, I urge the Speaker and the majority 
leader to immediately schedule the born-alive bill so we can stand up 
and protect the sanctity of human life.
