  Under clause 3 of rule XII,

       49. The SPEAKER presented a memorial of the Legislature of 
     the State of Hawaii, relative to House Concurrent Resolution 
     No. 89, requesting the United States Congress to enact 
     legislation removing cannabis from the Federal Controlled 
     Substances Act and facilitate the full spectrum of private 
     banking services for cannabis-related business; which was 
     referred jointly to the Committees on Energy and Commerce and 
     the Judiciary.
