                   EXECUTIVE AND OTHER COMMUNICATIONS

  The following communications were laid before the Senate, together 
with accompanying papers, reports, and documents, and were referred as 
indicated:

       EC-1284. A communication from the Senior Official 
     performing the duties of the Under Secretary of Defense 
     (Personnel and Readiness), transmitting the report of nine 
     (9) officers authorized to wear the insignia of the grade of 
     major general in accordance with title 10, United States 
     Code, section 777, this will not cause the Department to 
     exceed the number of frocked officers authorized; to the 
     Committee on Armed Services.
       EC-1285. A communication from the Chairwoman of the Nuclear 
     Weapons Council,

     transmitting, pursuant to law, a report relative to the 
     President's budget request for the National Nuclear Security 
     Administration for fiscal year 2020; to the Committee on 
     Armed Services.
       EC-1286. A communication from the Assistant Director, 
     Senior Executive Management Office, Department of Defense, 
     transmitting, pursuant to law, a report relative to a vacancy 
     in the position of Assistant Secretary of Defense (Nuclear, 
     Chemical & Biological Defense Program), Department of 
     Defense, received in the Office of the President of the 
     Senate on May 14, 2019; to the Committee on Armed Services.
       EC-1287. A communication from the Assistant Secretary, 
     Legislative Affairs, Department of State, transmitting, 
     pursuant to law, a report on the ongoing bilateral security 
     relationship between the United States and the Republic of 
     Cyprus; to the Committees on Foreign Relations; Armed 
     Services; and Appropriations.
       EC-1288. A communication from the Chairman of the 
     Securities and Exchange Commission, transmitting, pursuant to 
     law, the Commission's fiscal year 2017 FAIR Act Commercial 
     and Inherently Governmental Activities Inventory; to the 
     Committee on Homeland Security and Governmental Affairs.
