       H.R. 3025.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 1: ``All legislative Powers herein 
     granted shall be vested in a Congress of the United States . 
     . .''
       Article I, Section 5, Clause 2: ``Each House may determine 
     the Rules of its Proceedings . . .''
