       H.R. 3062.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, section 8 of the United States Constitution, 
     specifically clause 1 (relating to providing for the general 
     welfare of the United States) and Article IV, section 3, 
     clause 2 (relating to the power of Congress to dispose of and 
     make all needful rules and regulations respecting the 
     territory or other property belonging to the United States).
