           By Mr. CHABOT:
       H.R. 3063.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The constitutional authority on which this legislation 
     rests is enumerated in Article I, Section 8, Clause 1, the 
     Congress shall have power to lay and collect taxes, duties, 
     imposts and excises, to pay the debts and provide for the 
     common defense and general welfare of the United States; but 
     all duties, imposts and excises shall be uniform throughout 
     the United States;
       and
       Article I, Section 8, Clause 3, the Congress shall have the 
     power to regulate commerce with foreign nations, and among 
     several states, and with the Indian Tribes.
