  The SPEAKER pro tempore. Pursuant to House Resolution 431 and rule 
XVIII, the Chair declares the House in the Committee of the Whole House 
on the state of the Union for the further consideration of the bill, 
H.R. 2740.
  Will the gentleman from Nevada (Mr. Horsford) kindly resume the

  Accordingly, the House resolved itself into the Committee of the 
Whole House on the state of the Union for the further consideration of 
the bill (H.R. 2740) making appropriations for the Departments of 
Labor, Health and Human Services, and Education, and related agencies 
for the fiscal year ending September 30, 2020, and for other purposes, 
with Mr. Horsford, (Acting Chair) in the chair.
  The Clerk read the title of the bill.
  The Acting CHAIR. When the Committee of the Whole rose on Thursday, 
June 13, 2019, a request for a recorded vote on amendment No. 98 
printed in part B of House Report 116-109 offered by the gentleman from 
Indiana (Mr. Banks) had been postponed.
