            By Mr. KING of Iowa:
        H.R. 3411.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 1 and 3.
       ``The Congress shall have the Power To lay and collect 
     Taxes, Duties, Imposts and Excises . . . .''
       And
       ``The Congress shall have the Power . . . To regulate 
     Commerce with foreign Nations, and among the several States, 
     and with the Indian Tribes.''
