        H.R. 3403.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 1, of the Constitution states: ``All 
     legislative Powers herein granted shall be vested in a 
     Congress of the United States . . .'' It is both ``necessary 
     and proper [for Congress to make laws] for carrying into 
     Execution'' this Power (Article I, Section 8, Clause 18), 
     including setting standards for documents produced by 
     Congress.
