                   EXECUTIVE AND OTHER COMMUNICATIONS

  The following communications were laid before the Senate, together 
with accompanying papers, reports, and documents, and were referred as 
indicated:

       EC-1740. A communication from the Acting Assistant 
     Secretary for Legislation, Department of Health and Human 
     Services, transmitting, pursuant to law, a report relative to 
     the Health Care Fraud and Abuse Control (HCFAC) Program for 
     FY 2018; to the Committee on Finance.
       EC-1741. A communication from the Director of the Peace 
     Corps, transmitting, pursuant to law, the Office of Inspector 
     General's Semiannual Report for the period of October 1, 2018 
     through March 31, 2019; to the Committee on Homeland Security 
     and Governmental Affairs.
       EC-1742. A communication from the Chief of the Border 
     Security Regulations Branch, Customs and Border Protection, 
     Department of Homeland Security, transmitting, pursuant to 
     law, the report of a rule entitled ``Flights to and from 
     Cuba'' (RIN1651-AB10) received in the Office of the President 
     of the Senate on June 20, 2019; to the Committee on Homeland 
     Security and Governmental Affairs.
