                         MESSAGE FROM THE HOUSE

  At 10:03 a.m., a message from the House of Representatives, delivered 
by Mr. Novotny, one of its reading clerks, announced that the House has 
passed the following bill, in which it requests the concurrence of the 
Senate:

       H.R. 3401. An act making emergency supplemental 
     appropriations for the fiscal year ending September 30, 2019, 
     and for other purposes.

   The message further announced that pursuant to section 2(a) of the 
National Cultural Center Act (20 U.S.C. 76h(a)), as amended by Public 
Law 107-117, and the order of the House of January 3, 2019, the Speaker 
appoints the following Member on the part of the House of 
Representatives to the Board of Trustees of the John F. Kennedy Center 
for the Performing Arts: Mr. Smith of Missouri.
  The message also announced that pursuant to 22 U.S.C. 2903, and the 
order of the House of January 3, 2019, the Speaker appoints the 
following Member on the part of the House of Representatives to the 
Japan-United States Friendship Commission: Mr. Hill of Arkansas.
