  Mr. LEAHY. Mr. President, I ask unanimous consent that David 
Rubenstein, an intern with the Appropriations Committee, be granted 
floor privileges for the length of the current debate on H.R. 3401, the 
Emergency Supplemental Appropriations for Humanitarian Assistance and 
Security at the Southern Border Act, 2019.
