  Mr. EMMER. Madam Speaker, on June 27th, I attended my son's induction 
to the U.S. Naval Academy and was therefore unable to cast my vote on 
one piece of legislation and approval of the Journal. If present, I 
would have voted YEA on Motion to Concur in the Senate Amendment to 
H.R. 3401 (RC No. 429) and YEA on Approving the Journal (RC No. 430).
