  Mr. DIAZ-BALART. Speaker, I rise today to include in Record how I 
would have voted on H.R. 2515, H.R. 3050, and H.R. 2409. I was unable 
to vote yesterday because my scheduled flight was cancelled. Had I been 
present, I would have voted ``yea'' for each bill.
