  The PRESIDING OFFICER. The clerk will report the next nomination.
  The bill clerk read the nomination of Peter D. Welte, of North 
Dakota, to be United States District Judge for the District of North 
Dakota.
  The question is, Will the Senate advise and consent to the Welte 
nomination?
  Mr. GRASSLEY. Mr. President, I ask for the yeas and nays.
