                     EXECUTIVE COMMUNICATIONS, ETC.

   Under clause 2 of rule XIV, executive communications were taken from 
the Speaker's table and referred as follows:

       1968. A letter from the Director, Office of Congressional 
     Affairs, Nuclear Regulatory Commission, transmitting the 
     Commission's final safety evaluation -- ``Revise Response 
     Time Testing Definition'' using the consolidated line item 
     improvement process [NUREG-1431 and NUREG-1432] (EPID L-2018-
     PMP-0002) received August 23, 2019, pursuant to 5 U.S.C. 
     801(a)(1)(A); Public Law 104-121, Sec. 251; (110 Stat. 868); 
     to the Committee on Energy and Commerce.
       1969. A letter from the Alternate OSD, FRLO, Office of the 
     Secretary, Department of Defense, transmitting the 
     Department's final rule -- Collecting and Reporting of 
     Foreign Indebtedness within the Department of Defense [Docket 
     ID: DOD-2018-OS-0063] (RIN: 0790-AK21) received August 23, 
     2019, pursuant to 5 U.S.C. 801(a)(1)(A); Public Law 104-121, 
     Sec. 251; (110 Stat. 868); to the Committee on Armed 
     Services.
       1970. A letter from the Assistant Secretary, Bureau of 
     Legislative Affairs, Department of State, transmitting the 
     Department's 18th edition of the annual report, ``To Walk the 
     Earth in Safety''; to the Committee on Foreign Affairs.
       1971. A communication from the President of the United 
     States, transmitting an alternative plan for pay adjustments 
     for civilian Federal Employees covered by the general 
     schedule and certain other pay systems in January 2020, 
     pursuant to 5 U.S.C. 5304a(a); Public Law 101-509, title I, 
     Sec. 101(a)(1); (104 Stat. 1436) (H. Doc. No. 116--59); to 
     the Committee on Oversight and Reform and ordered to be 
     printed.
       1972. A letter from the Deputy General Counsel for 
     Operations, Department of Housing and Urban Development, 
     transmitting a notification of a nomination and a 
     discontinuation of service in acting role, pursuant to 5 
     U.S.C. 3349(a); Public Law 105-277, 151(b); (112 Stat. 2681-
     614); to the Committee on Oversight and Reform.
