     synthesized insulin to be approved under an abbreviated new

     Reclamation Act of 1977 to allow the Secretary of the 
     Interior to delegate certain emergency reclamation activities 
     to the States and Tribes, and for other purposes; to the 
     Committee on Natural Resources, and in addition to the 
     Committee on the Budget, for a period to be subsequently 
     determined by the Speaker, in each case for consideration of 
     such provisions as fall within the jurisdiction of the 
     committee concerned.

     and Advertising Act to extend the prohibition on electronic 
     advertisements of cigarettes and little cigars to electronic

     exempt certain charitable organizations from regulation as

     provide greater protection of proprietary information of

     pilot program to make grants to historically Black colleges 
     and universities to provide educational programs to offenders 
     who have recently been, or will soon be, released from 
     incarceration, and for other purposes; to the Committee on 
     Education and Labor, and in addition to the Committee on the 
     Judiciary, for a period to be subsequently determined by the 
     Speaker, in each case for consideration of such provisions as
