            By Mr. STIVERS:
        H.R. 4305.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 13
       The Congress shall have Power to provide and maintain a 
     Navy.
       Article I, Section 8, Clause 12
       To raise and support Armies, but no Appropriation of Money 
     to that Use shall be for a longer Term than two Years.
       Article I, Section 8, Clause 14
       To make Rules for the Government and Regulation of the land 
     and naval Forces.
