  Mr. DeSAULNIER. Madam Speaker, I regret that I was unable to vote on 
Tuesday, September 17, 2019, as I was unavoidably detained in my 
district. Had I been present, I would have vote ``nay'' on Roll Call 
No. 531, On Motion to Instruct Conferees, S. 1790, and ``yea'' on Roll 
Call No. 532, On Closing Portions of the Conference, S. 1790.
