  Mr. REED. Madam Speaker, on Thursday, September 19, 2019, I was 
unable to vote on Roll Call No. 538: Passage of H.R. 4378, ``Making 
Continuing Appropriations for Fiscal Year 2020, and for other 
purposes.'' Had I been present, I would have voted ``yes.''
  On Friday, September 20, 2019, I was unable to vote on Roll Call No. 
540: Passage of H.R. 1423, ``Forced Arbitration Injustice Repeal Act.'' 
Had I been present, I would have voted ``no.''
