present, I would have voted ``yea.'' I was also unavoidably detained 
during roll call no. 537, On Agreeing to the Resolution, H. Res. 564, 
Providing for consideration of H.R. 4378, Making continuing 
appropriations for fiscal year 2020, and for other purposes. Had I been 
present, I would have voted ``yea.'' I was also unavoidably detained 
during roll call no. 538, On Passage, H.R. 4378, Making continuing 
appropriations for fiscal year 2020, and for other purposes. Had I been 
present, I would have voted ``yea.''
