  Mr. McEACHIN. Madam Speaker, I was unavoidably detained on September 
20, 2019 during roll call no. 539, On Agreeing to the Amendment, Jordan 
of Ohio Part B Amendment No. 1, H.R. 1423, Forced Arbitration Injustice 
Repeal Act. Had I been present, I would have voted ``no.'' I was also 
unavoidably detained during roll call no. 540, On Passage, H.R. 1423, 
Forced Arbitration Injustice Repeal Act. Had I been present, I would 
have voted ``aye.''
