        H.R. 4548.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Clause 3 of Section 8 of Article I of the Constitution, 
     which states: The Congress shall have the power to regulate 
     Commerce with foreign Nations, and among the several States, 
     and with the Indian Tribes.
